My mailbox says its near capacity...I have tried most everything what else

you suggest?
I suggest asking in an Outlook Express newsgroup like
microsoft.public.outlookexpress.general. However, you probably leave copies
of messages on the server and that's what's filling up: your mailbox on your
mail provider's server. It's not likely an Outlook Express problem.
