My outlook express keeps removing access to all attached
files that are sent to me. Is there anything that I can

Tools - Options - Security - remove the check from:
Do not allow attachments to be saved or opened that could potentially be a
virus.

You can't have looked very hard, since a simple web search will turn up
120,000 references to the answer. Look under Tools, then Options. Click
the Security tab. Uncheck "Do not allow attachments to be saved or
opened..."
