outlook express

I have a problem since 2 days I can send
e-mails with outlook express 6.00.2800.1123
on Windows 2000 5.00.2195 Service Pack 4
but Recieving is not possible to resolve this issue
I have removed the account then re-added it again
after that I can send and recieve for the next 24 hours.
then again stopped RECEIVING
really starnge, any help in this issue...
could it be a virus ... i am running Norton2003 updated
or could it be the SMTP mail server which hosted externally
at our ISP.
