Using a laptop, I'm frequently picking up and dropping network connexions.
Outlook congifgures to work off-line and ask to connect or not when starting.
But often when shutting down, alghouth Outlook disappears from the task bar,
it is still running in the background. Hence when trying to start it again
it does not ask about going on line or not and starts in the previous state.
Outlook 97 did this, and my Outlook 2000, SP3 does just the same.
