Outlook fails when using Send To Email Recipient

Emails can not be sent from any programs Word, Acrobat or even Windows
Explorer using Sent To function. They can be saved to Outlook and then sent
only by opening the message and clicking Send in Outlook.

In some programs the Send To function actually causes Outlook to require a
restart as it will not display message previews.

Any ideas what will fix this?
