Outlook file attachments

It would be nice to have a choice under |Tools |Options| to specify a
default location for e-mail attachments. That is when the message is
received Outlook automatically stores the attachment in the specified path.

Outlook stores the attachments in the pst with the message - you'll need a
3rd party utility to save them in the file system. See
http://www.slipstick.com/addins/housekeeping.htm and
http://www.slipstick.com/addins/auto.htm#special

you can control the temp location outlook writes files to before opening
them -
http://www.outlook-tips.net/archives/20030828.htm but that is just a temp
location and shouldn't be used for file storage.
