Outlook form opening as e-mails

We switched over to Office 2003 recently, and I've discovered that when some
of my colleagues attempt to open form .OFT files, the files open as regular
e-mails and not as the formatted forms. The problem isn't universal (the .OFT
files open with the proper formatting for me) so I'm assuming it has
something to do with the Outlook settings, although I haven't figured out the
proper fix yet.

Has anyone else had this issue? Can you recommend a correction for it?

The issue is actiually with Office 2003. Microsoft Office Online says:

E-mail messages that are based on an organizational form do not appear
correctly in Outlook 2003 in Cached Exchange Mode An e-mail message that was
created from an organizational form might not appear as expected when Outlook
2003 is using Cached Exchange Mode. Additionally, your connection to the
e-mail server is lost.
