outlook has problems due to firewall

Since windows XP was installed I can not get Outlook to receive messages and
act as the default mail server. We are presently using Outlook Express but
prefer Outlook. Is there a possibility that the firewall is causing problems

The XP firewall doesn't block outbound traffic. What problems are you
having, and what kind of mail server do you connect to? Note - Outlook isn't
a mail server, it's a client.
