outlook help problems

Hello,

I have client computers that I just notice is that they get a off-line
webpage when looking for help on outlook 2003.

In outlook, they go to help, type what they are looking for, they get a
response, they click on the link. What appears is an off-line webpage.
Nothing else.

Any Ideas?

Help works fine in word, excel, except outlook 2003.

Any Ideas?
