Outlook installation via GPO fails

When I install Ouulook through GPO it says installation complete but Outlook
2003 doesnt work. I can see files are copied but alot of files are missing
and no shortcuts on desktop.

When I install it using the MSI/MST file on the machine manually it works
fine.

If i install another file through GPO (smartftp.exe for example) the program
works.

I have a win 2000 server (english), trying to deploy to an XP machine
(norwegian)
Outlook 2003 is norwegian.

Anybody have ay ideas as to where the problem is?
