outlook interop freezes on creation

Hello,

I'm devloping an application on windows 2000 sp4 using .net 2.0 and office
2003.
my devlopment is on a internet disconnected network and currently there is
no exchange server.
outlook 2003 works just fine and also when used on an html page as activeX.
The problem starts when i'm trying to create outlook application in code and
even when i'm just trying to add a reference to outlook interop- it freezes
my VS for a long time (and again on each compile...). when I dissconnect my
computer from the network cord it dosen't happen!

What can I do to prevent it?
