Outlook is blacklisting emails from a contact

A contact included in my safe sender/recipient lists is unble to send me an
email, having been rejected as blacklisted

What do you mean by 'blacklisted'. Outlook doesn't really have blacklists.
It does have a Junk Senders list but you said the user is on the safe list.
Do you have some third party apps installed?

I also have a second problem with all send emails failing. the message I
receive is: Task 'Dave-Sending' reported error (0x800CCC6c) : 'Your outgoing
(SMTP) email server has reported an internal error. If you continue to
receive this massage, contact your server administrator or Internet service
provider (ISP). The server responded: 452 Try later'
My ISP says the problem is with my equipment.

Hmmm, is your machine rejecting it or is your ISPs server rejecting it?

That sure sounds like an issue with their server ("Try later")

As the email address is in my safe senders/receivers I assume it is my ISP
that is rejecting it.

The 'blacklisting appears to have been resolved but I still have the other
problem that developed. None of my outgoing emails are reaching their
destination.
I started off getting a failure message but I fixed that but now all my mail
appears to get sent but none of it is reaching it's destination.
I checked the email accounts and did a test on them and they are all
'ticks', except the test email never reaches its destination either.
I have removed Zone Alarm to see if there was a problem there (it worked
fine before). Don't know what else to try.

Hmmm, is your machine rejecting it or is your ISPs server rejecting it?

It is the wording used by the senders ISP. What sort of third party
apps?
