Outlook is missing the favorites on the toolbar

I have been there, that doesn't put the category on the menu bar (toolbar) it
only adds the add favorites or organize favorites.

I realize this is 2 years old, but I am still having this problem. I cannot
see Favorites nor can I get it to appear. I tried doing what you suggested
and nothing puts the Favorites Pane in the Folder and on top of the list.

I would appreciate any help you can give me.
