Outlook issue with Delivery Options

Hello,
I have reinstalled Office 2000 and have all the latest
update for it, but I am still having a problem with
differed delivery option, "DO NOT DELIVERY BEFORE", with
this one workstation. It works fine with other
workstations. We set up a time for the mail to be
delivered at a future time, but when the time passes,
that mail is not delivered. It remains in the outbox.
Anybody faced this issue before?
The workstation is connected directly to the server,
therefore there is not offline folder settings.

Any help would be greatly appreciated.
