Outlook keeps on trying to send messages when outbox is empty

Outlook (2007) keeps on telling me it is sending 1 of 3 messages. The outbox
is empty, there are no messages to be sent. I have a good virus control, so I
am pretty confident that this is not a trojan or whatever. Also, it does not
stop when I exit, so that when I start it up, it tells me that it was not
stopped properly last time and recommends that I start in safe mode.

Having downloaded the suggested fix, I have run it several times, but every
time it comes up with an empty screen that does not look like the one in the
explanations. It allows me to open a .XVP file, but I do not seem to have any.
