Outlook keeps trying to send by Outbox is empty

Outlook keeps trying and failing to send, but there is
nothing in my outbox. If I send a message, it says it is
sending 2. the message I get is:
Task '(Mail account name) - Sending' reported error
(0x80040201) : 'Unknown Error 0x80040201'
