Outlook on your PC is obviously not the same Outlook on your laptop.
Those are different *instances* of the same program running under
different hardware and software environments. That one works has no
bearing on why the other does not.

Have you yet tried to run Outlook in its safe mode ("outlook.exe
/safe") to see if an add-on is screwing up the load of Outlook. When
loading, Outlook has to also load all the installed (and enabled)
add-ons. If an add-ons won't load, it can prevent Outlook from
completing its load, and similarly when exiting Outlook. The safe
mode prevents any add-ons from loading to see if the problem is with
Outlook or an add-on.
