Outlook loses the ability to send email, requiring restart

Periodically Outlook 2003 (on XP Pro) loses the ability to send email and
messages remain in Outbox. I must restart to regain the ability to send.
What is going wrong and how can I fix it short of restarting the computer?

Do you get any send/receive errors when this happens?
Which mail account type are you using?

Usually the issue lies with having a virus scanner integrated with Outlook.
You can safely disable/uninstall this integration and then try again.

I turned off AVG monitoring of incoming and outgoing email. The problem
hasn't changed. So I need some more ideas. Can you help?

I get this error message:

Task 'UCSC Account - Sending' reported error (0x800CCC7D) : 'Your outgoing
(SMTP) server does not support SSL-secured connections. If SSL-secured
connections have worked in the past, contact your server administrator or
Internet service provider (ISP).'

However the server at UCSC does support SSL, so the error message is
mistaken and the problem must arise from something else.

Completely uninstall AVG and reinstall it without the E-mail component.

Disabling the monitoring will still leave the integration within Outlook.
Uninstall AVG and reinstall it without the e-mail scanning/Outlook
component.
