outlook mail stays offline

I can no longer get outlook mail to go online. I can still receive email via
MSN mail but I cannot send and receive via Outlook.

....when you post this question in the Outlook newsgroup please be sure to
tell them what version of Outlook you're using and what error messages (if
any) you receive when you try to send/receive via Outlook.
