Outlook moving too many items in automation

I have a COM add-in that displays a custom web page on a folder (the import
folder) and also archives messages into a database. Also, the user has the
option to configure the messages to either be deleted or moved to another
folder that does not have a web page. My problem is that when a user drops
any number of messages into the import folder, there is always an extra
message that is moved along with it. This issue has only been replicated in
Outlook 2003 and only happens when the user is in a non-Exchange environment.
The message is moved using the Move method and passing in the proper folder
to move to. Any suggestions would be greatly appreciated.
