There are a number of things that could hold Outlook open or interfere with
it and potentially cause an error:
1) AV scanning of incoming/outgoing email
2) FAX software
3) Synch software (eg for a handheld such as a Palm)
4) Desktop search tools
5) COMs and Add Ins that are 3rd Party

Try opening Outlook in safe mode (Start > Run > outlook.exe /safe. After it
opens, close it using File > Exit and Log Off. See if that helps.

i removed the COM/Add-Ins, specifically one called Plaxo. Once i did that,
the problem went away. Thank you. i also subscribed to TIPS.

Plaxo is a known issue for Outlook and causes more problems than just the one
you've seen.

Kathleen, the issue arose again, although there are no more add-ins. i want
to understand and follow your recommendation to start in safe mode but i'm
not sure what you mean. when i do start>run and locate the exe file but there
is no outlook.exe/safe in the directory. maybe i don't understand the game
plan.

Click Start, then Run, then type in: outlook.exe /safe (there is a space
between outlook.exe and /safe).
Then click enter. It will open Outlook in safe mode. You can then close it
by clicking Start > Exit and Log Off. Then try to open it again the normal
way and see what happens.

Kathleen: It tried opening outlook in safe mode, but wound up giving me the
error "cannot start microsoft outlook. the key 'DisplayName is either missing
or has an incorrect value. [File C:\...\Office10\forms\1033\SECREC(2).CDG,
Section Description]. Thank you for your help. i should pay you......

The next thing to do is to rename the outcmd.dat file, the frmcache.dat file,
and the .srs file. Do a file search for them. They are hidden so first you
want to unhide hidden files and folders.

Dear 'K.',

I have had a similar problem. I followed your suggestions...I was able to
operate Outlook in safe mode and exit and changed the names of the files you
mentioned below. Thanks for your advice!

What was happening was that when I closed outlook, it seemed to be doing a
send/receive. Now it is working well.

Dear K.,

Well I spoke too early. Hopefully you are willing to help. I did notice
that when I closed it before, it seemed to go through a 'send/receive' mode
and it is not doing it after I renamed a few files and did the safe mode
operation.

It is still giving me the message when I open it that it did not close
properly and goes through a data check.

I would appreciate any more support you could offer...
