Outlook Not Configured to RELAY messages

I can't find any checkmark in my Outlook (2K3) mail set-up that says RELAY or
something like that. Where's it hiding?

To my knowledge, there is no such checkbox. What are you trying to
accomplish?

Thanks for looking into this, Hal.
Here's the scenario; (First, I make sure Outlook is running but minimized.)
I'm at a business' website and I click on the link in the "Contact Us" area
on their site. (I guess this would make it a relay, eh?) A new mail window
from Outlook pops up. (It's the default mail program) Right after (& I do
mean RIGHT after) I press the "Send" button, I get the error message
reported in my first cry for help. It's worked before, but not since last
reformat completed 2 weeks ago. Regular scenario for email works as it should.
Other info: Xp SP2, I've not gotten the SP1 for Office 2K3 yet. Panda
Anti-virus and Firewall are current with latest virus definitions and program
updates.
Thanks again for your time. I hope you can give me a clue as to what to do -
short of reformatting - again...

Oh here's a new wrinkle, Hal; I can't send a regular email. I called my isp's
tech support and they figured out it might be firewall related but they don't
have the go-by's for all the different firewall programs. Anyway, for testing
purposes, I dropped to the command prompt and telnetted to my smtp service.
That workd fine. For S&G, I also tried pinging my isp. That worked fine too.
Outlook was entered to SP2 Firewall exceptions, and it was already in Panda
authorized list for access. I rebooted and tried to resend the email. I got
the now familiar "not configured to relay" error msg.

Do I need to reformat my hard drive?

I don't know, could you post the whole error message, please? I need to
know if its coming from Outlook or your ISP's SMTP server and the whole
error message should show this

I can't tell by reading this whether it's Outlook or my ISP...

That error message is coming from the SMTP server at either your ISP
(isprovider) or the recipient's ISP (othrprovidr) and is most likely the
result of Anti-Spam measures either or both of them have setup. See if this
