After hours of testing and research we found that it was a firewall issue
blocking the port used between Exchange 2000 and Outlook. Since we have no
firewall between the server and local machine, we concluded that it was an
issue with Windows XP Service Pack 2. XP SP2 installs and activates a
built-in Windows firewall, and by default it blocks the packets coming in to
Outlook from the server. The quick-fix is to disable the Windows Firewall in
the Windows Security menu, located on the computer at:
Start-Programs-Accessories-System Tools-Security Center
