Outlook not shutting down

I am running a install on Office XP on XP machine with service pack 2.
I have a user that opens Outlook, and by the time this user goes to shut
down their machine, there are multiple instances of outlook running.
I do not think that it is user error.

I have run the Repair from the disc and then I uninstalled and reinstalled.

Any Ideas,
