Outlook options not available on One Note.

Here is the problem. When I go to the Tools > Create Outlook option, none of
the options are available. They are in "gray." Don't know what I'm doing
wrong. Backgroound info is, Windows XP Pro and Outlook 2003. Any help you
could provide would be great.
