Outlook over VPN

I have a VPN connection that I would like dedicated to Outlook. I want to use
Explorer over my cable connection. I had it set up that way at my last
position so I know it is possible...I just cannot remember how. I need the
VPN and outlook running all day and I access a government Web-site that does
not work through the VPN (too slow). I need to use both connections (VPN &
cable) and both programs (Outlook & Explorer) at the same time.

This would be controlled by the VPN and whether or not it allows split
tunneling.
