outlook phone calls

I am new to this phone call thing using my computer.
I was woundering is it necessary to get a phone card to make calls , when I already make calls from my phone line witch also connects my computer to the net.

You need a modem to use Outlook as a dialer. Depending on your modem, you
may need to pick up the handset to talk.

Tools, actions, new call... dialing options. Try dialing a call and see if
it works. If not, select a different Connect using line option.
