outlook phone connection

Hi I am trying to configure my Oulook (not express!)so
that i can use the fax and the e-mail. I have Juno and
earthlink as connections that work for online and e-mail.
I can't get the Outlook to send when I click send. It
just goes to my outbox and sits there. Anyone know what
is the problem? Thanks. Psalmsong
