outlook pst folder password

After archiving a .pst file and restoring to disk, Outlook requests a
password to access/open the file. The OS is Windows XP SP-2 with Outlook
2000. This just started happening.

What exactly does "archiving" and "restoring" mean? I've seen reports of
this error when the PST was incorrectly copied.
