I need to know if its possible to have a MANDATORY read-
response reply. I understand that Outlook has the
capability to request a read-response, but I need to KNOW
that the email has been read (opened). Please help.

No. The recipient has the option to send a response back or not.

I thought that, with Active Directory, the option to send a read receipt
could be made mandatory, but a Google search of the Exchange groups seems to
support your statement.
