Outlook Read Mail Toolbar Positioned Cannot be Changed

In Microsoft Outlook 2002, when I select the "Use Microsoft Word to read rich text e-mail messages" on the Mail Format tab under Tools>>>Options, the "Outlook Read Mail" toolbar is positioned above the standard File...Edit...View menu

Here's the scenario
- Once the configuation setting above is set to "Use Microsoft Word to read rich text e-mail messages," I open up an email message (which is in rich text)
- The "Outlook Read Mail" toolbar is positioned above the File...Edit...View...Insert... menu. I reposition it below, and close the email window, assuming it will retain this setting
- When I open up the same or another email (which is in rich text), the "Outlook Read Mail" toolbar is again positioned above the File...Edit...View...Insert... menu
- If I deselect the "Use Microsoft Word to read rich text e-mail messages" option (see above), Outlook 2002 does not use Microsoft Word to read emails which are in rich text format, and the "Outlook Read Mail" toolbar is then positioned correctly below the File...Edit...View...Insert... menu

How can I fix this problem? I have search Microsoft's KB, and I have looked through the .dot files (e.g., "EMAIL.DOT") to see if it will fix the problem if I reposition the toolbars then save the .dot file.
