Outlook Responders 2nd Rule Not Working

I want to respond to an email with particular words in the
subject/body. I set up two seperate rules and include a "reply to"
command. The second rule also includes a move to folder command
(after the reply to btw). Even though the second rule runs and the
email is moved to the specified folder, only one email is being sent,
the one from the first command. Outlook doesn't seem to send the
second email. Any suggestions?

Using WinXP, Office 2003, Outlook.

it's probably because Outlook only responds once per message/address to
prevent mail loops. if you disable the first rule and restart outlook, does
the second rule reply?

Yes, disabling the first rule lets outlook send the email in the
second rule, so it is the case that Outlook only responds once per
messge/address. In my case, I want to Outlook to check the subject
and body for specific words, send a small email telling the sender
that another larger email is coming, send a second email with a large
attachment, and then move the message from the inbox to another
folder. Since the rules apparently won't send the second email, what
would be the appropriate work-around?
