Outlook Rule Only Runs When Manually Invoked

Setup: Outlook2003 & SBS2003
Create rule to forward email to external recipient when
subject line contains 'Phrase X'. On this machine only is
NOT checked. Works fine when run manually. Does not run
automatically.

Suggestions????
