Outlook Rule Will Not Save

This keeps happening periodically. I update my rules on a
regular basis when new addresses/subjects are added. This
works OK for a while and then I get a message that "One
or more rules could not be uploaded the Exhcnage server
and have been deactivated...". These are all client-side
rules in Outlook 2002. Is it a space issue? I only have
17 rules and they are pretty straight forward with not
many options, or addresses.

That is possible. You can only have up to 32KB of rules enabled at a time.
This cannot be changed. Either combine rules or disable others.
