Outlook Rules and IMAP messages delivered between runs

On IMAP Servers, Outlook Rules are not applied to all messages that have
arrived while Outlook is not running.

If a message arrives when Outlook 2003 isn't running,rules that are set up
to be applied "After a message arrives" aren't applied to about half of the
new messages that have arrived since the last time Outlook 2003 was used.

If I run the rule on the folder manually, the rules are applied as expected
for all remaining missed messages

You posted this as a suggestion, yet I see no suggestion in your message.

The "suggestion" is implicit in stating the problem ... i.e., fix it!

That is, many of us use rules with IMAP servers for managing messages
locally. If I cannot trust a rule to copy an IMAP message to a local folder,
then this becomes a problem with using IMAP when I don't have a choice (...
other than to switch e-mail clients).

Exactly what I meant to suggest. Fix it so that it applies the rules for all
messages -- not just the ones that happen to come in while you have Outlook
running.

Clearly a rule in Outlook can be applied only while Outlook is running.
