Outlook rules limitation?

What would make Exchange 2000 suddenly limit the number of rules to 3 only?

This happened after a new server was installed and the email moved from the
old to the new server. Since then it always asks which version of the rules
to open, client or server, (server is chosen) then when rules are selected
it says the Exchange server is out of room, so deavtivates some. It
deactivates all but three, the junk, adult and exception rules.

Is this an Outlook 2000 or Exchange 2000 setting? How do I change it back?
