Outlook Rules problem

Suddenly Outlook Rules turns itself off and deletes all
the special folders I have set up to receive the
different email. Once in a while the Rules Wizard
completely disappears altogether. I have repaired and
reinstalled and gotten the Rules Wizard back, but can't
get the rules to stay set. HELP! Please!
