Outlook Rules Wizard should filter html

The Outlook Rules Wizard should contain the ability to filter out emails
based on html content.

For example: I recently received a number of phishing emails from different
senders containing links to the same URL. Rather than filtering the message
content, such as "Click Here", I would like to be able to filter out the URL
to which the link is pointing, such as "phishingwebsitehere" in the following
html:

<a href="http://phishingwebsitehere"><b>Click Here</b></a>.
