Outlook Rules

Using Outlook 2003, I have several rules in place that aren't being applied
to incoming mail. When I manually run it, it works.
How do I set this to auto or is this a bug

What kind of rules? Very often, rules that move email need to have the "and
stop processing rules" switch added to them.
