Outlook rules

I am importing e-mail from MSn and Hotmail into Outlook 2007. I cannot use
any rules or alerts for some reason. Any clues on how to fix this.

Rules are not applicable on HTTP e-mail accounts. That is, your rules
won't work on HTTP accounts. It is possible the Outlook Connector
plug-in (go to Microsoft's download site to get it) alters that
long-standing deficiency but you'll have to test that yourself. I can't
say if it will because it won't function properly in my OL2002.
