Outlook screen refresh when using "Time Zone Redirection"

We run a Windows 2003 Terminal Services Environment
When we turn on "Time Zone Redirection" in Active Directory our Outlook
users notice an annoying screen refresh that occurs.

If we turn of "Time Zone Redirection" thwe outlook sessions never refresh.
