This is an odd question.

In Outlook 2003, when using Cached Mode, Outlook launches and shows the user
all their e-Mail and a login box. It seems like a security issue here.

If you click on Canel Outlook Closes. But before you do that, you can move
the window out of the way and open any message or folder that is there.

This seems like a major security issue to me.

Since this is the cache you're examining and since the cache is on the
machine where the person is running Outlook, how is it a security issue?
It's only a security issue if you don't have people log into Windows with
distinct usernames and then you get what you deserve.
