Outlook Send/Receive timer isn't working correctly

In the Send/Receive options, I have the following scenarios all leading
to the same issue:
-Tools->Options->Mail Setup->Send/Receive->flag Schedule S/R
sutomatically every [10] minutes
-same area, changed to [3] minutes
-same area, changed back to [10]minutes
<> Result - still checking server every 3 minutes
-same area, changed to 1 minute
<> Result - checks server every 1 minute
-same area, changed back to [3] minutes
<> Result - still checking every 1 minute
-same area - unchecked setting
<> Result - still checking every 1 minute
-Tools->Send/Receive Settings->flagged Disable Scheduled S/R
<> Result - still checking every 1 minute
Restarted Outlook
Rebooted laptop
<> Result - still checking every 1 minute
I've confirmed that the mail server does not push mail to the clients,
and that the clients must run S/R function to get mail. Is there
anything else that could be causing this?
