outlook sending access

when i click send and receive an error message comes up
saying ' you don't have appropriate permission to perform
this opperation'

i am running windows xp pro with office xp installed, i
also have updated with all the service packs already.

my account within xp is an administrator account so i
dont think thats the problem...

does anybody have any suggestions as there is nothing in
the online knowledge base
