Outlook Services not available in IMO configuration?

I reinstalled Outlook 2000 after rebuilding one of my computers but now
can't add the Personal Folders service so that I can import my .pst. For
that matter, when I go to the Tools menu, I don't even see Services. I know
it's there when Outlook is configured for CW. Are Services not available in
IMO configuration and if so how do you restore a .pst? Or do I have a bad
install?

I still get the same message.
How do I add the service and why don't I see that menu in the IMO
configuration?
You can can use the File | Open | Personal Folders File command to open
additional .pst files.

I believe it was along the lines of The service has not been configured for
use.
But here's an update. The .pst was saved to a CD then copied to the hard
drive after the rebuild. I tried to change the properties in Windows as the
file was marked Read only (as a result of coming off of a CD). This didn't
work so I changed the properties in DOS. Once I rebooted, I was able to use
both the File->Open and the Import methods of restoring the mail. I hope
this helps others who experience the same problem.
BTW, thank you for reading my question and responding to it as stated.
Another MVP didn't read another request that I posted on the same problem
and as a result gave me 'help' akin to what can be had calling a support
line, i.e., read from the script and ignore the question or the steps
followed before calling for help.
IMO does not use services. What is the precise wording of the message you
get when you try to open a .pst file with the File | Open command in
Outlook?
