Outlook - Setting outlook as default mail handler

Due to our site requirements we must have netscape
commumicator and outlook on the machines. We CANNOT
change netscape from being the default mail handler under
tools>option>programs - e-mail. We make the change hit OK
and close then go back and netscape is back as default...

Any suggestions?

Are you sure this isn't a policy? Contact your administrator to verify this.
If not I would start with a repair of Office.

For this site I am the admin. There is no GP in place for
this. It only hits about 4 machines out of 30 that
require outlook... 650+ machines at the site.

Does the person logged in at the time have local admin rights? If not,
temporarily grant them, try again, and revoke the rights.
