Outlook -sharing

We are a small group of about 9. We are networked, use a POP3 server & ISP
for e-mail ,etc. A few of us are needed to "share" folders and distribution
lists. I understand that we might need a MS Exchange Server in order to do
this? Can someone confirm?
Also, are there end user licenses associated with this and is this a monthly
fee, one time fee, or what?I don't know enough about this to present it to my
committee. If I can justify (pricewise) we may be able to present it for
review and get it.
If there are other suggestions, please let me know.
