outlook shortcuts

for some reason i cannot get outlook shortcuts to work i
can email them to myself as links save them to the desktop
and do it that way but if i try to put them into the
outlook short area they will not work. I have tried going
to file new outlook bar shortcut, right clicking /addto
shortcut and drag and drop. Nothing works. any ideas?
