My ISP tells me that many spammers use the bcc feature in some e-mail
programs to send messages anonymously, and I would like to be able to block
them.

You can't, although you can set up a rule to delete any message in which
your name is not in the TO or CC fields. However, BCC is a perfectly valid
feature and you likely won't get some newsletters, etc., or mass mails from
friends who (sensibly) use BCC. Get good antispam software - I like
SpamBayes (google it).

In addition to what Lanwench says, there's more than one way to implement
Bcc. The method the SPAMmers use is include your address in the SMTP
envelope and not in the headers inside the message.
