Outlook should allow me to send a hyperlink to a document with '#.

If a valid directory name contains a special character such as '#', then we
should be able to send a hyperlink to a file contained with that directory,
but currently get an error that the directory cannot be found

Try replacing the '#' in the link with '%23'.
